CT Employment Lags New England States; Slight Job Growth is Anticipated

Connecticut has recovered the number of private sector jobs lost during the previous recession. However, during the past six years, Connecticut’s job growth has been significantly slower than the nation’s and that of our neighbor states, according to the new issue of The Connecticut Economic Digest, produced by the state Department of Labor. Between March 2012 and March 2018, Connecticut’s nonfarm employment is up 3.0 percent, with the private sector up 61,900 jobs (4.4%) and government employment down 12,100 jobs or 5.0%.  In total, Connecticut’s employment increase over the six-year period is the lowest among the six New England states, at 3 percent.  The others: Massachusetts, 10.1%; New York, 9.3%, New Hampshire, 8.0%; Rhode Island, 7.0%; Maine 4.8%; and Vermont, 3.2%.

Health Care and Social Assistance makes up the largest combined industry sector in the state, as in all of the New England states, comprising over 18 percent of Connecticut employment. In the past five years (year ending 2nd Quarter 2012 to 2nd Quarter 2017) Health Care has grown by approximately 5,000 jobs while Social Assistance has added nearly 10,000, according to the data.

Accommodation and Food Services is the third largest growing sector, adding more than 11,000 jobs from 2012 to 2017. This is consistent with changing consumer preferences and is also occurring at the national level, report authors Matthew Krzyzek, Economist, and Patrick Flaherty, Assistant Director of Research, at the Department of Labor, point out.

The occupational category of Transportation and Warehousing has seen strong growth in recent years. From 2012 to 2017, the sector has added nearly 5,000 jobs including 2,300 since 2015, largely due to online retailers such as Amazon adding warehouses and distribution centers in the state.  The consumer preference shift to online shopping is seen as responsible for the increase in Transportation and Warehousing employment, but has also negatively impacted Retail Trade, which lost jobs throughout 2017.

Manufacturing, the sector with the most losses since 2012, is down 8,600 jobs in the five-year period. Educational Services employment (public and private) which has long been a sector with employment growth, declined during the 2015 to 2017 period, influenced by decreases in school-aged population and state and local budget issues.

Current projections for Connecticut, for the two-year period from the second quarter of 2017 to the second quarter of 2019, suggest overall employment in Connecticut will increase by 1.1 percent. Connecticut’s projected 2017- 2019 job growth is slower than projected by most other states, although it is faster than the growth projected by seven states, including Delaware, Kansas and Maine, the Department of Labor review and analysis indicate.

Projections for the New England states range from anticipated growth of 2.9 percent in Massachusetts to .2 percent in Maine.  Connecticut’s expected job growth is second lowest among the six states.

Major Industries that are projected to have the largest percent employment increases are the Other Services, Leisure and Hospitality, and Construction sectors, which are projected to grow 3.0 percent, 2.4 percent, and 2.1 percent, respectively.

The occupational groups expected to increase the most are Personal Care and Service Occupations, up 3,664 jobs, Food Preparation and Serving Related, up 3,592 jobs, Transportation and Materials Moving Occupations, up 2,367 jobs, and Healthcare Practitioners and Technical, up 2,308 jobs, according to the analysis.  The three major occupational groups projected to decline over the two-year period are Office and Administrative Support, down 1,736 jobs, Sales and Related, down 979, and Production Occupations, down 160 jobs.

“Connecticut’s short-term projections show that Connecticut’s slow employment growth over the recent few years is likely to continue, and sectors will continue to shift. Manufacturing is picking up while Education expected to slow. Connecticut is also part of a national trend which sees increases in warehousing and transportation while retail is under pressure,” the analysis points out. “Our best judgment is that the rapid growth seen in early 2018 will moderate but that growth will continue through the end of the projections period.”

Trinity's Berger-Sweeney, Barack Obama, Tom Hanks, Yale Faculty Are Among American Academy Inductees

The 238th class of new members of the highly selective American Academy of Arts and Sciences, to be inducted later this year, include many household names - and one prominent local individual.  The academy is one of the country’s oldest learned societies and independent policy research centers, and its members include some of the world’s most accomplished scholars, scientists, writers, and artists, as well as civic, business, and philanthropic leaders. Being added to the ranks this year are, among others, former president Barack Obama; actor Tom Hanks; Netflix CEO W. Reed Hastings Jr.; NASA climatologist Claire L. Parkinson; Supreme Court Justice Sonia M. Sotomayor;  pediatric neurologist Huda Y. Zoghbi - as well as Trinity College President and Professor of Neuroscience Joanne Berger-Sweeney and three Yale professors in the schools of divinity and medicine.

“This class of 2018 is a testament to the academy’s ability to both uphold our 238-year commitment to honor exceptional individuals and to recognize new expertise,” said Nancy C. Andrews, the academy’s chair of the board. “John Adams, James Bowdoin, and other founders did not imagine climatology, econometrics, gene regulation, nanostructures, or Netflix. They did, however, have a vision that the academy would be dedicated to new knowledge—and these new members help us achieve that goal.”

“This is truly a great honor that I share with my family and friends and with Trinity College, which I’m privileged to serve,” said Berger-Sweeney. “To be elected to the academy is an extraordinary highlight of my career in science and education.”

Berger-Sweeney has served as president of Trinity College since July 2014. Over the past four years, she has, among other accomplishments, overseen the completion of the college’s strategic plan, Summit, which will guide Trinity toward its bicentennial in 2023 and beyond; the creation of the Bantam Network mentoring program for first-year students; the launch of the Campaign for Community, a campus initiative promoting inclusiveness and respect; and the expansion of Trinity’s footprint to Constitution Plaza in downtown Hartford.

Before coming to Trinity, Berger-Sweeney served for four years as dean of the School of Arts and Sciences at Tufts University. Prior to Tufts, she spent 13 years as a member of the Wellesley College faculty and as associate dean from 2004 to 2010. Berger-Sweeney received her undergraduate degree in psychobiology from Wellesley College and her M.P.H. in environmental health sciences from the University of California, Berkeley. While working on her Ph.D. in neurotoxicology from the Johns Hopkins School of Public Health, Berger-Sweeney did the proof of concept work on Razadyne, which went on to be the second-most-used Alzheimer’s drug in the world. She completed her postdoctoral training at the National Institute of Health (INSERM) in Paris, France.

Also being inducted in this year's class are John J. Collins of the Yale Divinity School and Gerald I. Shulman and Haifan Lin of the Yale School of Medicine.

Collins is Holmes Professor of Old Testament Criticism and Interpretation at Yale.  A native of Ireland, Professor Collins was a professor of Hebrew Bible at the University of Chicago from 1991 until his arrival at Yale Divinity School in 2000, and previously taught at the University of Notre Dame. He has published widely on the subjects of apocalypticism, wisdom, Hellenistic Judaism, and the Dead Sea Scrolls.

Dr. Shulman is the George R. Cowgill Professor of Medicine, Cellular & Molecular Physiology and Physiological Chemistry at Yale University, where he serves as Co-Director of the Yale Diabetes Research Center and Director of the Yale Mouse Metabolic Phenotyping Center. He is also an Investigator of the Howard Hughes Medical Institute. Dr. Shulman has pioneered the use of magnetic resonance spectroscopy to non-invasively examine intracellular glucose and fat metabolism in humans for the first time.

Haifan Lin is Eugene Higgins Professor of Cell Biology, and Professor of Genetics and of Obstetrics, Gynecology, and Reproductive Sciences; and Director of the Yale Stem Cell Center. Current study is focused on molecular mechanisms underlying the self-renewing division of stem cells. There is a focus on small RNA-mediated epigenetic programming and translational regulation that are required for the self-renewal of germline and embryonic stem cells, according to the Yale website, which notes that he continues to explore the clinical implications of recent findings.

CT Has 3rd Highest Catholic Population; 4th Most Jewish Among the States

Connecticut is the third most Catholic state in America, ranking just behind Rhode Island and New Jersey, in a national analysis by the Gallup organization.  Twenty-three percent of all Americans identify as Catholics, but there is wide variation in Catholic representation across states -- ranging from 44 percent in Rhode Island, the most Catholic state in the nation, to 6 percent in Alabama.  Connecticut is at 38 percent.  Other states with above-average Catholic representation include New York and New Hampshire, and then several more geographically dispersed states including New Mexico, Illinois, California and Wisconsin. One of the most significant trends in American religion in recent years, according to Gallup, has been the increase in the percentage of Americans who have no formal religious identity, rising from 15% in 2008 to 21% in 2017. These so-called "nones" are most prevalent in the two most Western states of the U.S., Hawaii and Alaska, and also constitute relatively high proportions of the population in a number of other Western and New England states: Washington, Vermont, Oregon, Maine, Colorado, New Hampshire and California.

Overall, the Gallup analysis found that Americans continue to be geographically segregated by religion. Protestants dominate in the South, while Catholics are most common in the Northeast and mid-Atlantic, with some representation in the Midwest. Two smaller religious groups are also geographically concentrated: Mormons are a major population factor in Utah and Idaho, and Jews tend to be disproportionately located on the East Coast, the review of religion in America found.

About half of Americans (48%) identify as Protestants or other Christians who are not Catholic or Mormon. Protestants have long been a fixture of the Southern Bible Belt and that trend continued in 2017.

Connecticut has the fourth largest Jewish population, at four percent.  Only New York (8%), New Jersey (6%) and Massachusetts (5%) have larger Jewish populations.  Nationwide, Americans who identify their religion as Jewish are a small percentage of the U.S. adult population -- about 2% according to Gallup's review of 2017 data.

In a similar survey in 2004, Gallup ranked Connecticut as having the fourth highest Catholic population, at 46 percent, behind Rhode Island, Massachusetts and New Jersey.  At that time, the state's Jewish population was the sixth highest percentage among the states, at three percent.

PERSPECTIVE - The Sky Hasn’t Fallen: Numbers Support Adoptee Equality

by Karen Caffrey Currently, the legislature is considering House Bill 5408, which would restore the right of adult adoptees born and adopted before October 1, 1983, and their adult children and grandchildren, to obtain the adoptee’s original birth certificate. This right was restored to post-October 1, 1983 adoptees in 2014.

Contrary to popular understanding, for much of Connecticut’s history both adult adoptees and adoptive parents had an absolute right to the adoptee’s original birth certificate. This was the law until 1975. This misperception is due to the history of secrecy and shame surrounding “out-of-wedlock” pregnancies, resulting in many young women being essentially forced to relinquish their infants. While the woman’s identity was hidden from the public, the law deemed it important for the adoptee and their family to know the adoptee’s biological origins.  

From 1919-2011, Connecticut finalized 62,480 adoptions. About 39,600 of them are older, pre-1983 adoptees whose rights would be restored under HB 5408. Many are in their 50s, 60s and even 70s. The way the law reads now, pre-1983 adult adoptees must go through an expensive, time-consuming and exhaustive legal process to either obtain the birth parents consent to release the original birth certificate, or to confirm the birth parent has died. (All Connecticut adoptees may obtain their original birth certificate once the birth parent is deceased.) It’s basically an expensive race to the grave.

There is overwhelming support for HB 5408. Over 200 testimonies in support of the bill were submitted by adoptees, birth and adoptive parents and adoption professionals. The bill has been endorsed by the Connecticut State Medical Society, the Connecticut Council on Adoption, and Concerned United Birthparents, the only national birthparent organization. HB 5408 has 47 bipartisan legislator cosponsors.

It’s been approved by both the Judiciary and the Appropriations Committees. By enacting this law, Connecticut would join three of our New England neighbors (Maine, New Hampshire and Rhode Island) and become the tenth state in the nation to restore equality to its adopted citizens.

Many adoptees are simply abandoning statutory​ avenues to search by other means, particularly by using consumer DNA testing, which only requires a saliva sample. This technology is rapidly ending genetic secrecy, even for those who haven’t tested their own DNA.  An adoptee who tests could find “Cousin Suzie” (who got a DNA test as a Christmas present), who in turns calls the birth mother before she even knows the adoptee is looking for her. This is much less private than an adoptee directly contacting her known birth mother who is named in the original birth certificate, as would be the case if HB 5408 becomes law.

So what’s the problem? Some are concerned about the very small percentage of women who may have kept the relinquishment of their infant a secret from their families, and who don’t want it to be discovered. Data collected by the American Adoption Congress from eight states during the period between 2000-2011 indicates that approximately 1 out of 2000 birth mothers will refuse contact by their adult offspring. (In Connecticut, not one of the 35 “Contact Preference Forms” filed under the 2014 law indicates​ the birth mother prefers not to be contacted.) The vast majority of birth mothers welcome at least a phone call, if not more extensive contact and exchange of information, with the adult adoptee. Neither in Connecticut nor other states that have enacted these laws have the feared, catastrophic consequences come to pass.

We can only have compassion for the very human fear of being rejected or judged if someone discovers our hidden secret. Some birth mothers say, “I’m so ashamed of what I did; I thought you would be mad at me for not telling you all these years; I was afraid you would judge me; I didn’t want you to think less of me; I don’t want to remember that time in my life”.

And yet despite these fears and difficulties, all over the country birth mothers, birth fathers and adult adoptees are finding each other, facing their secrets, confronting their fears and handling their lives like the adults that they are. Surprisingly, we find that our families love us, even with our flaws and imperfections. They may be surprised, they may be angry, and they may feel hurt, yet they continue to love us (and we continue to love them).

A final consideration: most adoptee rights advocates are women. We are women connecting with other women. We are women seeking our biological roots, our identity, our family medical history (to help ourselves and our own children) and our heritage. We do not want to hurt our sisters in womanhood, or our fathers, or other biological family members. We simply want to have the same freedom and equality as all other citizens to know who we are and where we came from.

Pratt & Whitney to Receive State's Medal of Technology

Pratt & Whitney has been selected as the 2018 recipient of the Connecticut Medal of Technology in recognition of its accomplishments in creating the groundbreaking geared turbofan (GTF) technology with unprecedented reductions in fuel consumption and noise, representing an incredible technological achievement in mechanical engineering and aircraft propulsion. It marks the first time in recent memory that the Medal will be presented to a business; previous recipients have been individuals.  David B. Modeled after the National Medal of Technology and Innovation, this award is bestowed by the State of Connecticut, with the assistance of the Connecticut Academy of Science and Engineering, in alternate years with the Connecticut Medal of Science.

Business Summit in Hartford to Focus on Trends in CyberSecurity, Technology, Collaboration

The WorkSmart Hartford Summit, one of the largest complimentary Business and IT conferences in New England & New York, is all about staying ahead of the curve with business and technology. Children's Champions to Be Recognized for Commitment, Leadership

Two leading advocates for Connecticut children who have followed very different paths to impact the well-being of young people will be honored by The Center for Children’s Advocacy as Connecticut’s 2018 Champion of Children Award recipients later this month. Fran Rabinowitz, Executive Director of the Connecticut Association of Public School Superintendents (CAPSS) and Abdul-Rahmaan I. Muhammad, Executive Director of My People Clinical Services in Hartford will be honored at the Center’s annual Spring for Kids event to be held at Infinity Hall in Hartford on May 8, 2018.

Fran Rabinowitz has been a dedicated and respected Connecticut educational leader for over 30 years. Prior to her appointment at CAPSS, she served as Associate Commissioner of Education for the State of Connecticut, Superintendent of Hamden Public Schools, and Interim Superintendent of Bridgeport Public Schools.

In announcing her selection, organizers indicated that “in every challenging position, Ms. Rabinowitz has demonstrated vision, courage and passion in her forceful advocacy for the educational needs of every student.”

Abdul-Rahmann I. Muhammad leads My People Clinical Services, a community-based social service organization that helps Hartford-area youth and families rebuild their lives. Services include therapeutic support and crisis intervention, helping youth overcome the impact of family disruption, domestic violence, substance abuse and other barriers to health and safety.

Through collaborations with state, educational and other community based organizations, My People aspires to be a leading organization for positive change, supported transition and permanency for children, young adults and families. In announcing Muhammad’s selection as an award recipient, organizers stressed that “his focus on Hartford’s underserved youth provides critically needed support.”

My People Clinical Services sponsors many community events such as the Daddy Daughter Dance and the Female Empowerment Conference. He also launched The Dream Support Network in 2007, to encourage, inspire and support individuals to live the life of their dreams. The Center for Children’s Advocacy is the largest children’s legal rights organization in New England, fighting for the legal rights of Connecticut’s most vulnerable children. Hit-and-Run Crash Deaths Increase in Connecticut and Nationally, Analysis Reveals

At the beginning of this month, Connecticut State Police investigated a hit and run car crash that killed one person on I-84 near exit 2 in Danbury.  Less than a week later, in Middletown, a person sought in a hit and run accident that resulted in a death last November was arrested.  Just two weeks earlier, Bridgeport police made an arrest in connection with a hit-and-run crash that killed an elderly man last June. If you have a sense that reports of hit-and-run accidents have increased in frequency, you’re correct.

Data compiled by the AAA Foundation of Traffic Safety from 2006 to 2016, found there were 148 hit-and-run crashes involving at least one fatality in Connecticut. There also appeared to be a spike in fatalities from 2015, when there were 14 incidents, compared to 2016 where there were 24 such incidents.

Connecticut is not alone.

Hit and run crashes have killed more than 2,000 people in 2016, which equates to more than 1 such crash every minute on U.S. roads, according to a new study from AAA.  That’s the highest number of these types of crashes on record and a 60% increase since 2009.

With the number of hit-and-run crashes on the rise, AAA is calling for drivers to be alert on the road to avoid a deadly crash and remain on the scene if a crash occurs.

In the study, AAA researchers found:

  • An average of 682,000 hit-and-run crashes occurred annually since 2006.
  • Nearly 65% of people killed in hit-and-run crashes were pedestrians or bicyclists.
  • Hit-and-run deaths in the U.S. have increased an average of 7.2% each year since 2009.

In Connecticut over the six-year span, it was determined more than half of the fatal crashes occurred overnight, primarily on weekends, in the Fall.  Earlier this year, a Connecticut man was sentenced to six years in prison for a hit-and-run that authorities say killed a mother after she pushed her 7-year-old daughter to safety in October 2016.

“Hit-and-run crashes in the United States are trending in the wrong direction, especially in Connecticut,” said Fran Mayko of AAA Northeast. “The analysis shows such crashes are a growing traffic safety challenge and the AAA Foundation wants to work with all stakeholders to help curtail this problem.”

In all states, it’s the drivers legal and moral responsibility to avoid hitting pedestrians, bicyclists, or another vehicle; and leaving a crash scene significantly increases the penalties, whether or not the driver caused the crash, AAA emphasized.

In the US, state laws make it illegal for drivers involved in crashes to flee the scene. Penalties vary depending upon crash type and guilty parties may face large fines, lose their license or spend time in prison. In Connecticut, drivers who hit a vulnerable user is required to stop, remain on the scene, render aid if necessary, and notify law enforcement.

In the latest analysis, New Mexico, Louisiana and Florida have the highest rate of fatal hit-and-run crashes on a per-capita basis while New Hampshire, Maine and Minnesota have the lowest rates.

 

PERSPECTIVE - The Bond Lock: A Threat to Connecticut´s Economy

by Ray Noonan and Rachel Silbermann Connecticut's future lies in opening new pathways to economic growth and opportunity for businesses, families, and communities. To achieve these goals, Connecticut needs a predictable and coherent fiscal policy that enables lawmakers to make the strategic choices that can spur economic growth. Unfortunately, a set of fiscal restrictions added to the budget in the final hours of negotiations last year might bring significant uncertainty on future fiscal policy and leave legislators unable to respond to current and future crises.

The fiscal restrictions - spending cap, bonding cap, volatility cap, appropriations cap, and Bond Lock - place a set of rules to guide Connecticut´s fiscal policy. When well-designed, fiscal restrictions can help create a strong foundation for the state´s budget practices, enabling legislators to focus on forward-looking investments to generate opportunity and spur economic growth. When hastily designed, however, restrictions may constrain fiscal policy to the point of making it wholly ineffective. 

One of the fiscal restrictions, the Bond Lock, might have this effect. The Bond Lock as a policy is untested to the point it could introduce unprecedented levels of uncertainty and potential instability to Connecticut´s fiscal future. The Bond Lock stipulates that, whenever the state issues a bond after May 15, it must vow not to change any of the new fiscal restrictions for the life of the bond except in extraordinary circumstances. As bond covenants are legally binding contracts, the Bond Lock will force the state to keep the fiscal restraints in place, preventing the governor and legislature from pursuing critical investments. In effect, it will prevent lawmakers adapting the budget for any changes—expected or unexpected—for more than a decade.

The consequences of the Bond Lock go beyond limiting the General Assembly´s fiscal authority. The uncertainty created by a broad-reaching bond covenant, once in place, could potentially damage Connecticut's credit rating and increase our borrowing costs. Under the Bond Lock, any attempt by the General Assembly to fix or amend its own fiscal rules would face the risk of expensive litigation and penalties. Even if the state were to prevail, the prospect of having state obligations tied in court might be enough to scare investors away.

National experts and bond rating agencies have warned that the Bond Lock could increase uncertainty. The Tax Policy Center pointed out that locking in strict fiscal restrictions might have unexpected long-term impacts, warning that enforcing them through bond documents brings new risks. Moody´s has talked about how the Bond Lock reduces budgetary flexibility. According to their analysis, the impact of the Bond Lock on Connecticut´s long-term credit rating is unclear. S&P wrote about how a violation of a bond covenant would create questions on who can sue the state and how.

Recent events show that the scenario of a possible Bond Lock violation is far from unlikely. Both the Democratic and Republican budget proposals introduced last week include provisions that, were the Bond Lock implemented, would break the fiscal restrictions: the Democratic plan proposed spending over the limit, while the Republican plan included some changes to the volatility cap. Either of these budget proposals would have left the state open to litigation if the Bond Lock were already in place.

Fortunately, the General Assembly is currently considering a bill (H.B. 5590) that mitigates the immediate impact of the Bond Lock by delaying its implementation on the spending cap and bonding cap and requiring various state agencies to study the cap. The bill does not, however, delay the implementation of the Lock to the volatility cap or appropriations cap, leaving the state still open to all of the uncertainty and risk associated with the Bond Lock.

We believe that the potential impacts of the Bond Lock warrant a full delay without exclusions. The General Assembly must fully evaluate and implement a set of fiscal restrictions that can genuinely produce lasting budgetary stability without taking on new credit risk, leaving it at the mercy of litigation-happy investors.

Connecticut needs an economy built on equitable opportunity to remain competitive. Our future lies in our cities, our workforce, and our willingness to connect and engage with the world at large. The Bond Lock, paired with the other fiscal restrictions, would undermine Connecticut´s fiscal reputation and would leave our state unable to respond to current or future challenges. We urge the General Assembly to assert its authority and repeal the Bond Lock this session.

Women in Manufacturing Summit Slated for May Amidst Increasing Focus

The Business, Management, and Advanced Manufacturing Department at Goodwin College has announced its inaugural Women of Manufacturing Summit to be held on Wednesday, May 16. Connecticut is home to 4,011 manufacturing firms that employ more than 159,000 workers – and employment opportunities are expected to increase in the coming years. Key industries include transportation equipment (primarily aerospace, submarines, and automotive), chemicals, fabricated metals, electrical equipment, computer and electronic products, machinery, pharmaceutical and medical, and plastics

The event will be held at the College’s Business and Manufacturing Center, One Pent Road in East Hartford, from 5:30 to 8 p.m. Admission is free and the event is open to the public.

The Summit will bring together individuals interested in encouraging women to consider career options in business and manufacturing. Business leaders, educators, and students will participate in discussions focused on dispelling myths about today’s manufacturing environments; the variety and volume of job opportunities; compensation issues; and shift options for women, particularly those balancing family responsibilities and continuing education.

“Partnerships between businesses and educational organizations can help identify a successful employee fit prior to hiring and lead to entry-level positions,” said Melanie Hoben, Director of Workforce Development at Goodwin College. “We realized that, with our experienced faculty and our industry partners, we have a prime opportunity to host a Summit that encourages discussions among these stakeholders as well as women seeking pathways into the workforce.”

Goodwin currently offers business and manufacturing programs that range from certificates to associate and bachelor’s degrees. While there are some 13,000 unfilled manufacturing jobs in Connecticut, women seldom see themselves pursuing those viable careers.

“Women are significantly underrepresented in the manufacturing industry, and we are committed to changing that dynamic,” Hoben adds. “Opportunities like this Summit will help harness an untapped talent pool, inform women of the opportunities for well-paid, rewarding work, and allow them to network with some of the region’s visionary business leaders.”

CBIA partnered with the NSF Regional Center for Next Generation Manufacturing, Connecticut State Colleges and Universities last year to survey the state's manufacturers about their hiring expectations and workforce challenges for the next three years.

The survey found that almost every manufacturer surveyed expects to grow their workforce in the next three years. Forty-two percent of manufacturers in Connecticut said they anticipated near-term workforce growth, while 44% predicted flat growth, and 14% have contracted out work. With an average hiring rate of 22 people per year, manufacturers responding to the survey last year said they expected to hire primarily full-time employees by the end of 2019.

Women in Manufacturing, a national organization dedicated to supporting, promoting and inspiring women who are pursuing or have chosen a career in the manufacturing industry, held their annual summit in Hartford at the Connecticut Convention Center last fall.

The conference included plant tours at some of the area's most advanced facilities including CNC Software, Hartford Flavor Company, TRUMPF Inc., and Pratt & Whitney. The Milken Institute's State Technology and Science Index, evaluating each state's tech and science capabilities, ranked Connecticut sixth in the country in 2016.

In the survey of Connecticut businesses conducted for CBIA, graduates of major universities (such as the University of Connecticut), Connecticut's private colleges, and private occupational schools are largely viewed as highly qualified job candidates (78%, 75%, and 74% of respondents, respectively, are somewhat satisfied or extremely satisfied).

Recommendations for how educational institutions could address the skills deficit problem include a greater emphasis on technical training and skills (60%), integration of employability skills such as punctuality and professionalism (57%), greater access to internships (38%), opportunities for career development (35%), and more rigorous preparation in basic skills like reading, writing, and math (28%), according to the survey.

Seven of the state’s public community colleges participate in an Advanced Manufacturing Technology program, with the curriculum offered to students at Asnuntuck Community College, Housatonic Community College, Naugatuck Valley Community College, Quinebaug Valley Community College, Manchester Community College, Middlesex Community College and Three Rivers Community College.  Specialties range from welding and mechatronics to CAD/CAM programming, tool & die to precision sheet metal fabrication, and additive manufacturing to computer numerical machining. Not all the programs are offered at all seven of the state colleges.
