States Under Pressure to Raise Gas Tax to Support Infrastructure Repair

In nearly two-thirds of states, state-imposed fuel taxes have not kept up with inflation for two decades, according to a Governing analysis of state gas tax data reported to the U.S. Census Bureau. That is forcing legislators around the country to consider raising gas taxes or exploring other ways to increase transportation spending, as Congressional action on adjusting the federal portion of the gas tax to meet infrastructure needs remains stalled. As Connecticut – with among the nation’s highest gas taxes - contemplates embarking on a decades-long comprehensive transportation infrastructure upgrade, how to fund the likely record-setting fiscal requirements has been assigned to a task force to consider and propose recommendations.  Earlier this month, Michigan voters resoundingly defeated a measure -- 80 percent voted “no” -- to hike gas taxes and make many other changes to boost state transportation spending, Governing reported. Last fall, Massachusetts voters recinded (with 53% of the vote) a law that would have automatically tied gas tax rates to inflation.  The law had been passed by the state legislature in 2013. Gas-pump-image

Connecticut’s gas tax, increased most recently by about 4 cents per gallon in July 2013, based on legislation approved previously – a step not taken by many other states in recent years. The Institute on Taxation and Economic Policy reported earlier this year that 22 states hadn’t raised their gas taxes in more than a decade, according to Governing.  Connecticut is not among them.

At the federal level, the gas tax was last increased in 1993. Since then, inflation, fuel-efficient vehicles and changing driving habits are all undermining the per-gallon charges that are the country’s main source for transportation funding to repair roads, bridges, and related infrastructure.  In most states, just as nationally, those problems grow because lawmakers rarely adjust fuel taxes, Governing noted. Connecticut, as other states, has also seen funds derived from the gas tax diverted from transportation-related purposes through the years, adversely impacting the status of transportation infrastructure.

In January, USA Today and 24/7 Wall Street reported that Connecticut’s state fuel tax of 43.2 cents per gallon was the fifth highest in the nation, and as a percentage of the gas price, the state was third highest.  At the time, Connecticut’s gas price was the sixth highest in the nation.  Gas prices nationwide and in Connecticut have risen since January, and Connecticut continues to rank near the top of most gas price surveys.

CT gas taxIn Connecticut, the inflation-adjusted change is a reduction of in the value of the dollars provided by the tax of 32.6 percent since 2000 and 22.3 percent since 1994, according to the Governing analysis, using data from the U.S. Census Bureau and the Institute on Taxation and Economic Policy.  Earlier this year, Governor Malloy announced a two-part transportation plan consisting of a five-year ramp-up that utilizes $10 billion capital funding, and leads up to a 30-year vision utilizing $100 billion in funding.  The Transportation Finance Panel he appointed to  recommend options the state can utilize to finance the infrastructure transformation is due to report this summer (see members below).

The federal government’s 18.4-cent gasoline tax brought in a fifth less, in inflation-adjusted dollars, in 2013 than in 1993, Governing reported. The federal government’s buying power peaked in 1994, immediately following its gas tax hike. The purchasing power of states fuel taxes peaked five years later, in 1999. In 37 states, inflation-adjusted revenues from fuel taxes slipped since 2000.

At the federal level, fuel taxes have been flat for more than 20 years, starving the Highway Trust Fund of revenue used for rising infrastructure repair costs, according to Reuters.  According to Forbes, the Congressional Budget Office (CBO) has estimated that in 2024 alone the Highway Trust Fund will spend $18 billion more than it brings in, Forbes has reported. The CBO estimates the cumulative shortfall over the next decade will top $160 billion.

A year ago, when gas prices nationwide were at their lowest levels in years, Republican Senator Bob Corker of Tennessee and Democrat Chris Murphy of Connecticut proposed raising federal gasoline and diesel taxes by 12 cents a gallon over two years– to bring the tax where it would have been had it kept up with inflation for the past two decades.  As in the past, the prospect of a federal tax increase in the gas tax – even to address needed transportation infrastructure repairs – did not gain significant support.

At the time, it was estimated that American drivers pay an average of $94 a year to access over 11,618 miles of highways, roads and bridges.  Based on data from the Government accountability Office, the National Stone, Sand & Gravel Association pointed out that “with a growing number of potholes, cracked roads and traffic jams plaguing America, we need a common-sense and responsible way to pay for improving our infrastructure.”

Trees Sprouting Across Connecticut, 19 Municipalities Lead the Way

Tree City USA is an honor earned by cities and towns that meet four standards set by the Arbor Day Foundation and have their application approved the State Forester. Connecticut currently has 19 municipalities with the Tree City USA designation, which cover 31 percent of the state’s population. According to the Arbor Day Foundation, Connecticut’s longest running Tree City is Fairfield, which recently surpassed 26 years.  The largest community is Bridgeport, the smallest, by population, is Brookfieldthumb-grid-shaded-path

The four standards are having:

  • A tree board or department
  • A tree care ordinance
  • An urban forestry program with an annual budget of at least $2 per capita
  • An Arbor Day observance and proclamation

The other Tree City USA communities in Connecticut are Branford, Danbury, East Hartford, Groton, Hartford, Middletown, Monroe, New Canaan, New Haven, Norwalk, Ridgefield, Southbury, Stamford, West Haven, Wethersfield and Wilton.

Norwalk and Wethersfield, for demonstrating a higher level of tree care, have received Growth Awards from the organization.  Overall, there are 3,400 Tree City USA honorees across the country, with a combined population of more than 140 million.logo-tree-city-usa-color

Annual participation as a Tree City USA community provides the opportunity to educate people who care about their community about the value of tree resources, the importance of sustainable tree management and engage individuals and organizations in advancing tree planting and care across the urban forest.

The organization also offers on-line education courses for individuals interested in learning more about trees, or about serving in a citizen advisory role in their local community.

The Arbor Day Foundation indicates that an effective tree program can:

  • Reduce costs for energy, storm water management, and erosion control. Trees yield up to three times their cost in overall benefits to the city, averaging $273 per tree.
  • Cut energy consumption by up to 25%. Studies indicate that as few as three additional trees planted around each building in the United States could save our country $2 billion, annually, in energy costs.
  • Boost property values across your community. Properly placed trees can increase property values from 7-21% and buildings in woodedareas rent more quickly and tenants stay longer.

tree in BridgeportThe Arbor Day Foundation also has a campus program, designating colleges and universities as a Tree Campus USA.  The University of Connecticut is the only college in Connecticut to earn the designation.

The state Department of Energy and Environmental Protection's Urban Forestry Program is available to work with any community interested in exploring whether it qualifies as a Tree City USA and what is needed to earn that designation.

DEEP officials indicate that “many communities might be surprised at how close they are.”  Applications for next year's honor are due in December.  The program was initiated by the Arbor Day Foundation in 1976.

Bigelow Tea Takes On Flavor of Girl Scout Cookies

Fairfield-based Bigelow Tea, celebrating its 70th year of operation as a family-owned company, has teamed with the Girls Scouts of the USA in a licensing agreement that has put the popular Thin Mints and Caramel & Coconut cookie flavors in teas on shelves across the country. The teas are marketed as gluten free, sugar free and Kosher-certified and will be available for a limited time only, according to company officials. Bigelow produces 1.7 billion tea bags annually in 130 flavors, the company reported. Bigelow, which is privately held, employs 350 people in Fairfield; Boise, Idaho; and Louisville, Kentucky; as well as its Charleston Tea Plantation in South Carolina.

Only about 5 percent of companies nationwide have female CEOs, including Cindy Bigelow, who has been involved with the family business in one way or another since she was a teenager.  Bigelow, who represents the third generation in her family to run the business, said it's the personal touch that keeps the company successful.  The company was founded in 1945 by Cindi Bigelow's grandmother, Ruth Campbell Bigelow.

The Thin Mint tea “delivers the perfectly balanced mint and chocolate flavor of the Girl Scouts’ famous Thin Mints cookies” and the Caramel & Coconut tea is described as a “black tea blend offering a delectable taste combination of luscious caramel and coconut,” the company explained.

Tea has been increasing in popularity, and now ranks as the second most consumed beverage in the world, after water, according to the Tea Association of the U.S.A.  The wholesale value of tea sold in the U.S. grew from less than $2 billion in 1990 to more than $10 billion today.  Bigelow has about $150 million in annual sales, according to a company news release, but it claims 24 percent market share in the specialty teas category, making it the industry leader.

As CEO, Cindy Bigelow initiated the Annual Bigelow Tea Community Challenge that has donated over $1 million to local charities and participates in volunteer projects that include Habitat for Humanity’s Adopt-a-Home program. Under her leadership, the company was one of the first in Connecticut to install solar panels to offset energy usage, and she has implemented other innovations that have earned Bigelow Tea the distinction of being a Zero Waste to Landfill company.  Over the past several years, the company reports it has reduced our energy consumption by over 2.5 million kWh in the Fairfield plant through energy efficiency measures, resulting in a savings of over 2.7 million pounds of carbon, or the equivalent of planting 41 million trees.

Norwalk Among 15 Finalists for City Livability Awards; Energy Program Highlighted

The City of Norwalk and Mayor Harry Rilling have been chosen as one of fifteen finalists for the U.S. Conference of Mayors City Livability Awards in the national division of cities with populations under 100,000.  The awards recognize mayoral leadership for developing and implementing programs that improve the quality of life in America’s cities. The program is characterized by the U.S. Conference of Mayors as “the most competitive award program” sponsored by the organization, and honors mayors and city governments for developing innovations that enhance the quality of life in urban areas.        livibity

In its application, the City of Norwalk recognized the work of the Mayor’s Energy and Environment Task Force, chaired by Council member John Kydes, according to city officials.  Mayor Rilling created the Task Force in February 2014 to promote environmentally responsible use of energy and natural resources among citizens and businesses in Norwalk, and to offer them green energy alternatives.

As a finalist, The City of Norwalk has been invited to submit a second application to the judges for the final round of decisions, which will take place in late spring.  A first-place city and four runners-up will be announced at the organization’s annual meeting in June.

Last year, New Orleans, LA Mayor Mitch Landrieu and West Sacramento, CA Mayor Chris Cabaldon were awarded first place honors – for cities above and below 100,000 population respectively -  in the 2014 City Livability Awards, from a pool of over 200 applicants. Honorable mention for cities with populations of less than 100,000 was given to Beverly Hills (CA), Braintree (MA), Roanoke (VA) Tamarac (FL) and York (PA).

Mayor Bill Finch and the City of Bridgeport were recognized with an Outstanding Achievement Award among cities with populations over 100,000 in 2012, for the city’s Brownfields Remediation and Redevelopment Program – the City’s focus on reclaiming dormant brownfields to spur redevelopment.  That same year, Hartford and Mayor Pedro Segarra also earned an Outstanding Achievement Award.

Established in 1979, the City Livability Awards are given annually to ten mayors and their cities--a first-place award and four Outstanding Achievement Awards for cities under 100,000 population, and a first-place and four Outstanding Achievement Awards for cities of 100,000 or more inhabitants.

The U.S. Conference of Mayors is the official nonpartisan organization of cities with populations of 30,000 or more. There are nearly 1,400 such cities in the country today, and each city is represented in the Conference by its chief elected official, the mayor.

3 Cities, 3 Towns from CT Take Up National Challenge on Pedestrian, Bicyclist Safety to Launch Thursday

Six Connecticut towns and cities are among the first 150 in the nation to respond to a challenge issued by U.S. Secretary of Transportation (USDOT) Anthony Foxx aimed at promoting bicyclist and pedestrian safety.  The year-long nationwide initiative will officially kick-off this Thursday. The chief elected officials of the cities of Hartford, Stamford, and Bridgeport, and the towns of Glastonbury, Simsbury, and South Windsor have signed on to the Mayor’s Challenge, announced earlier this year at the annual meeting of the U.S. Conference of Mayors.  The Mayors’ Challenge for Safer People and Safer Streets is a call to action by Secretary Foxx for mayors and local elected officials  to take significant action to improve safety for bicycle riders and pedestrians of all ages and abilities over the next year.mayors

The challenge is based on the 2010 USDOT Policy Statement on Bicycle and Pedestrian Accommodation to incorporate safe and convenient walking and bicycling facilities into transportation projects. In the policy statements, USDOT recognizes the many benefits walking and bicycling provide — including health, safety, environmental, transportation, and quality of life.

The challenge calls on Mayors, First Selectmen and other chief elected officials to:sign_ped-bike-share

  • Issue a public statement about the importance of bicycle and pedestrian safety
  • Form a local action team to advance safety and accessibility goals
  • Take local action through seven Challenge activities (listed below)

In Connecticut, the advocacy organization Bike Walk Connecticut is urging Connecticut's chief elected officials to participate in the challenge and engage their residents in carrying out the initiative’s objectives. They applauded Foxx, a former Mayor of Charlotte, N.C., for making “bicycle and pedestrian safety is his signature issue as the head of USDOT.”

The challenge activities, as outlined by USDOT, include:

  • Take a Complete Streets approach
  • Identify and address barriers to make streets safe and convenient for all road users, including people of all ages and abilities and those using assistive mobility devices
  • Gather and track biking and walking data
  • Use designs that are appropriate to the context of the street and its uses
  • Take advantage of opportunities to create and complete ped-bike networks through maintenance
  • Improve walking and biking safety laws and regulations
  • Educate and enforce proper road use behavior by all

A total of 154 cities nationwide have signed on as of March 6, with the official kick-off later this week in Washington, D.C.  Additional municipalities in Connecticut and across the country are expected to add their names to the list of participating cities.  USDOT has invited Mayors' Challenge participants to attend the Mayors' Challenge Summit kick-off event at USDOT’s Headquarters’ office in the nation's capital on Thursday, March 12. The Summit will bring together participating cities to network and learn more about the Challenge activities, and USDOT staff members will share the resources and tools available to help cities with Challenge activities.

Federal officials note that the lack of systematic data collection related to walking and bicycling transportation, such as count data, travel survey data, and injury data, creates challenges for improving non-Cycling to Workmotorized transportation networks and safety. Communities that routinely collect walking and biking data, they point out, are better positioned to track trends and prioritize investments.

In advocating a “complete streets” approach, USDOT emphasizes that complete streets “make it safe and convenient for people of all ages and abilities to reach their destination whether by car, train, bike, or foot” and they call for “a policy commitment to prioritize and integrate all road users into every transportation project.”

Bike Walk Connecticut has reported that there were 49 bicycle or pedestrian fatalities in Connecticut in 2012, the most recent data available.  There were an additional 1,226 injuries to bicyclists or pedestrians.  In total, from 2006 to 2012, there were more than 10,000 injuries and nearly 300 fatalities from crashes involving pedestrians or bicyclists, according to the organization, based on federal and state data.

More US Cities Seek to Join Stamford in Commitment to Energy, Water Usage Reductions in Commercial Buildings

Efforts are underway this year for seven additional cities, from Albuquerque to Ann Arbor, to follow Stamford and seven others across the nation, in making a long-term commitment to reduce energy and water consumption in commercial buildings and reduce emissions from transportation, while increasing competitiveness in the business environment and owners' returns on investment. The “2030 District” initiative began with Seattle in 2011, grew by two cities in 2012, to four in 2013, and then to eight in 2014 when Stamford joined Seattle, Pittsburgh, Cleveland, Los Angeles, Denver, Dallas, and San Francisco as a 2030 District.  Now working towards the designation, in addition to Albuquerque and Ann Arbor, are Detroit, San Antonio, Ithaca, Toronto and Portland.Stamford---Website

Across the United States and Canada, 2030 Districts are forming with greater frequency to meet incremental energy, water and vehicle emissions reduction targets for existing buildings and new construction called for by Architecture 2030 in the 2030 Challenge for Planning.  Districts are generally private/public partnerships that commit to dramatic reductions in water consumption and energy and greenhouse gas (GHG) emissions, as well as adaptation and resiliency actions that address projected climatic impacts.

The Stamford 2030 District – launched this past  November - is an interdisciplinary public-private-nonprofit collaborative working to create a groundbreaking high performance building district in downtown Stamford.  Leading the way in the Stamford 2030 District are the Business Council of Fairfield County and Connecticut Fund for the Environment. As Stamford is a coastal city, its 2030 District will also implement a proactive vision to ensure resiliency against projected sea-level rise and storm surge.

The Stamford 2030 District – the first in New England - began with 23 founding members, including 11 property owners and 12 prominent professional and community stakeholders committed to meeting the 2030 Districts goals and targets. High performance buildings have proven track records of simultaneously increasing business and property profitability, reducing environmental impacts, and improving occupant health.Stamford

Now in the process of assessing the District’s current building performance levels, one-on-one assistance is provided to property owners and managers in benchmarking their buildings.  In addition, a first-time webinar will be held this week, on Wednesday, February 18, with several founding members highlighting best practices and procedures:

  • Jay Black of SL Green Realty/Reckson Properties will offer industry perspective through his experience with benchmarking buildings in both NY and CT.
  • WegoWise will present an overview of their web-based software that is able to benchmark a portfolio and provide deeper analytics into a buildings’ energy performance to find savings opportunities.
  • Steven Winter and Associates will demonstrate how to take benchmarking a step further with tools such as building energy audits to help identify opportunities within the building.
  • New Neighborhoods, Inc. will serve as a case study project in Stamford that has contracted with WegoWise for their benchmarking and will share their experience.

Officials indicate that District Members develop realistic, measurable, and innovative strategies to assist district property owners, managers, and tenants in meeting aggressive goals that keep properties and businesses competitive while operating buildings more efficiently, reducing costs, and reducing the environmental impacts of facility construction, operation, and maintenance.

Through collaboration of diverse stakeholders, leveraging existing and developing new incentives and financing mechanisms, and creating and sharing joint resources, the Stamford 2030 District will prove the business case for healthy and high performing buildings.”

Property owners and managers are voluntarily committing their properties to Stamford 2030 District goals; they are not required to achieve the District goals through legislative mandates or as individuals.

The Stamford 2030 District will make the city a sustainability leader nationwide,” said Megan Saunders, Executive Director of the Stamford 2030 District. With over 170 million square feet of commercial building space (including 6 million thus far in Stamford), 2030 Districts are rapidly emerging as a new model for urban sustainability, officials indicate.

The Stamford 2030 District provides members a roadmap and the support they need to own, manage, and develop high performance buildings by leveraging Community and Professional Stakeholders, market resources, and by creating new tools, partnerships, and opportunities to overcome current market barriers. This type of collaborative action is not only a strategic undertaking to keep Stamford competitive in the year 2030, but also represents a major investment in Stamford's future and reflects the collaborative nature of our region.

Two Sons of CT Use State University Program to Drive Local TV Meteorology Careers

Among the meteorologists reporting on the Blizzard of 2015 on Connecticut's local television stations are Dan Amarante and Sam Kantrow, who began their careers as student meteorologists-in-training at Western Connecticut State University and now can be seen on FOX Connecticut and NewsChannel 8.  Amarante has lived in Connecticut his entire life, growing up in Cheshire, and graduated from Western Connecticut State University with a Bachelor of Science in Meteorology. While at WCSU, he produced and anchored many school run weather broadcasts for the University’s website, as well as forecasts for the school’s radio station.dan amarante Western Connecticut State University has the state's only meteorology program, which was run for many years by WTNH-TV meteorologist Dr. Mel Goldstein.  The WCSU website is chock full of charts and maps highlighting the latest conditions.The site includes the latest  Geostationary Satellite Images from the Space Science and Engineering Center at the University of Wisconsin and the National Weather Service radar mosaic Northeast Sector loop.  Greater detail is offered in Surface Charts from the National Weather Service and a series of Upper Air charts courtesy of Unisys Weather.  The school has a Weather Center, where students produce forecasts and work with clients while studying meteorology.

After college, Amarante got his start at WGGB ABC40/FOX6 in Springfield, MA, where he was the weekend weather anchor.  He is a Certified Broadcast Meteorologist, the highest certification from the American Meteorology Society.sam kantrow

Meteorologist Kantrow joined "Storm Team 8" on WTNH in February, 2011, first as weather producer and web meteorologist, and is now the on-air meteorologist for the weekend editions of Good Morning Connecticut.  Born and raised in Hamden, he is a graduate of WCSU and has a B.S. in Operational Meteorology and Weathercasting. Before coming to News 8, Kantrow interned at NBC Connecticut.  The WTNH website reports that "Sam’s weather interest began at a very young age, when the tornado that went through Hamden on July 10, 1989 narrowly missed his house! Ever since then, he has loved the weather, and anything about the weather. Sam grew up watching the meteorologists on News 8 and always wondered what it would be like to be in their shoes."

WCSU's Bachelor of Science in Meteorology is the only such program in Connecticut, and one of only a few in the Northeast. The university  has developed a foundation of courses in mathematics, computer science, physics, astronomy and earth science, combined with meteorology, to prepare you for television and radio weathercasting, operational forecasting, or for teaching or research in the atmospheric sciencesmap.  Students in the bachelor's program  earn credits while performing TV/radio weathercasts or doing real-time forecasting for clients in the university's on-campus Weather Center, according to the WCSU website.

The program meets recommendations for an undergraduate meteorology degree program from the American Meteorological Society.  Additionally, students graduating with this B.S. Meteorology degree will have all the course requirements for entry level positions as a meteorologist with the National Weather Service, the single largest employer of meteorologists in the country.wcsustackedBLK

The university also offers a graduate program - a Master of Arts in Earth and Planetary Science, Meteorology/Climatology Option.

Last October, WCSU hosted the 5th Annual Tri-State Weather Conference on campus in Danbury, presented by the university's Meteorology Program  and co-sponsored by the WestConn Student Chapter of the AMS, the New York City/Long Island Chapter of the AMS, NOAA/National Weather Service/Upton, N.Y and NOAA/National Weather Service/Taunton, MA.  The purpose of the conference was to enhance education, professional development and communication among private and public sector meteorologists, researchers, educators, students, emergency management officials, and weather enthusiasts.  Amarante, who joined FOX Connecticut in early 2011, was master of ceremonies for the conference at his alma mater.

The meteorology program at Western also includes among its graduates television meteorologists in a number of cities across the country. In addition to his work in Connecticut, Amarante has filled in as a weather producer at CBS 2 in New York City, and became snowed in at the station during the Blizzard of 2010.  Kantrow, who will be on-air reporting on the Blizzard of 2015 beginning at 3 AM on Tuesday, may find himself in similar circumstances, if forecasts for the day's snowfall come to fruition.

Nationwide Bicycle Fatalities Increase; CT Takes Steps to Improve Safety

The number of bicyclists killed on U.S. roadways is increasing, according to a report by the Governors Highway Safety Association (GHSA). GHSA’s Spotlight on Highway Safety: Bicyclist Safety indicates that yearly bicyclist deaths increased 16 percent between 2010 and 2012, while overall motor vehicle fatalities increased just one percent during the same time period. While bicyclists killed in motor vehicle crashes increased in 22 states between 2010 and 2012, six states – California, Florida, Illinois, New York, Michigan and Texas – represented 54 percent of all fatalities.  In 2012, Florida had the highest proportion of motor vehicle related deaths that were bicyclists (5 percent), followed by California (4.3 percent) and Massachusetts (4.3 percent).2014_bike_increase

Connecticut, according to the report, had 7 bicyclist deaths in 2010, 8 in 2011 and 4 in 2012.  The state was one of 25 states to have the number of fatalities drop from 2011 to 2012.

Bicycling is being used more for commuting, which is affecting the age of accident victims according to the study. In 2012, adults 20 and over comprised 84 percent of bicycle fatalities. That compares to adults making up only 21 percent in 1975.  Bicycle fatalities are increasingly an urban phenomenon, accounting for 69 percent of all bicycle fatalities in 2012, compared with 50 percent in 1975.

Until 2010, the number of cyclist fatalities annually had been dropping steadily since 1975 nationwide. The recent increase correlates with a 62 percent surge in bicycle commuting since 2000, according to 2013 Census Bureau data, as governments have promoted cycling as a way to reduce traffic, curb vehicle emissions and improve public health.2014_bike_adults

"The increase in cyclist fatalities on the road is tragic, but unsurprising, given the growth of the driving population and the number of cars on the road,” said Kelly Kennedy, Executive Director of Bike Walk Connecticut.   “Add to that the very real problems of distracted driving, aggressive driving, and street designs that put cyclists and pedestrians at risk. This is why we need complete streets, much better enforcement of speeding, distracted driving, and share the road laws, and the vulnerable user law that Connecticut just enacted."

Earlier this month, the state Department of Transportation (DOT)  issued a Complete Streets policy statement, which was praised by Bike Walk Connecticut.  The policy expressly promotes safe access for all users by providing a comprehensive, integrated, connected multi-modal network of transportation options.  DOT's policy is intended to improve safety and mobility and enhance Connecticut’s economic competitiveness by enabling communities to become livable, walkable, bikeable, drivable, efficient, safe and desirable.

report bThe new GHSA report indicated that in many states and urban areas, engineering measures are being adopted to accommodate bicycles on the road, “with the dual aim of protecting cyclists from collisions with motor vehicles, while encouraging cycling for its health and environmental benefits.”

In announcing the new Connecticut policy, DOT Commissioner James Redeker noted that Route 44 in East Hartford will undergo a “road diet” in 2015 to provide bike lanes, enhance vehicular safety and efficiency and improve pedestrian and transit accommodation throughout the corridor. The Department is also outfitting 50 train cars with bike racks on the New Haven Line operating between New Haven to New York City.

In its fifth year before the Connecticut legislature, the Vulnerable User bill passed earlier this year, and took effect on this month (on Oct. 1).  The new law requires a fine to be imposed on reckless motor vehicle drivers who cause the death or serious injury of a pedestrian, cyclist, wheelchair user, or other “vulnerable users” who were using reasonable care.

The GHSA report’s author, former Insurance Institute for Highway Safety Chief Scientist Dr. Allan Williams, analyzed current and historical fatality data to develop the bicyclist crash patterns.

 

 

Connecticut Ranks #6 in USA in Energy Efficiency, Continuing Top Ten Streak

Connecticut ranks as the #6 state in the nation in energy efficiency, according to an analysis by the American Council for an Energy-Efficient Economy (ACEEE).  A new report by the Council found that Massachusetts continues to edge out California as the most energy-efficient state in the nation for the fourth year in a row.  Connecticut has been a steady top-ten state since the annual survey began eight years ago, but dropped one slot this year.energymap Rounding out the top 10 are Rhode Island  (the state’s first time in top five), Oregon, and Vermont (all tied for #3); Connecticut (#6); New York (#7); Washington (#8); Maryland (#9); and Minnesota (#10).

Arkansas, the District of Columbia, Kentucky, and Wisconsin are the four most improved energy-efficiency states for 2014. Indiana and Ohio fell the furthest in the rankings due to decisions by legislators in both states to roll back energy savings targets.  They were among 23 states that dropped in the state-by-state rankings.  At the bottom of the rankings, the five states most in need of improvement on energy efficiency in 2014 are North Dakota, Wyoming, South Dakota, Mississippi, and Alaska.

Overall, states are ramping up their commitments to energy efficiency, the report indicated, as governors and lawmakers in state capitals across the nation continue to take major steps to lower energy costs, reduce pollution, and save consumers money by increasing their states’ energy efficiency.  Sixteen states rose in the rankings this year, in the 8th annual edition of the State Energy Efficiency Scorecard.ACEEE_logo_block

Connecticut was ranked fifth a year ago, and sixth the previous year.  In 2011, the state ranked #9 and in 2010, ranked #8.  State officials noted that Connecticut continues to be a leader in the nation, and the strong ranking is likely to improve in the coming year as increased funding for energy efficiency programs, not fully reflected in this year's survey, have an impact. Also noted was the state's decision to invest in infrastructure, such as charging stations throughout the state for vehicles, which was not an area of focus for the report but will be beneficial for Connecticut consumers.

The State Energy Efficiency Scorecard benchmarks states across six policy areas – utility policies and programs, transportation initiatives, building energy codes, combined heat and power development, state government-led initiatives, and state-level appliance standards. In total, states are scored on more than 30 individual metrics. Data is collected from publicly available sources and vetted by state energy offices and public utility commissions, according to the Council.  The 2014 report found that nationwide, total budgets for electricity efficiency programs in 2013 reached $6.3 billion. Adding that to natural gas program budgets of $1.4 billion, total efficiency program budgets were estimated to be more than $7.7 billion in 2013.

The leading states in utility-sector energy efficiency programs and policies were Rhode Island, Massachusetts, and Vermont, and the leading state in building energy codes and compliance was California. California and New York led the way in energy-efficient transportation policies.

Tri-State Weather Conference at WestConn Features Local Meteorologists

For weather experts and enthusiasts, all roads lead to Danbury on Saturday. The Fifth Tri-State Weather Conference will be held on from 8:45 a.m. to 5 p.m. in the Science Building on the mid-town campus of Western Connecticut State University on White Street in Danbury. The conference is presented by the Meteorology Program at Western Connecticut State University and co-sponsored by the WestConn Student Chapter of the American Meteorological Society (AMS), the New York City/Long Island Chapter of the AMS, NOAA/National Weather Service/Upton, N.Y and NOAA/National Weather Service/Taunton, MA.5th-tristate-weather-conference-final[1]

The purpose of the conference is to enhance education, professional development and communication among private and public sector meteorologists, researchers, educators, students, emergency management officials, and weather enthusiasts.

Research posters highlighting high impact weather events that affected the Tri-State region of New York, New Jersey, and Connecticut will be on display.

The master of ceremonies for the conference will be Lonnie Quinn, the chief weathercaster of CBS 2 News at 5, 6 and 11 p.m. weekdays. He also serves as the national weather anchor for “CBS This Morning” Saturday. Quinn is a native of Cheshire, who joined WCBS-TV in 2007 after a five year run at WTVJ in Miami.

Among the presenters at the conference will be Ryan Hanrahan, a Connecticut native from Guilford who joined the NBC 7a680fafcf844b6b1245b9dc1e0ecf3cConnecticut First Alert Weather Team in December 2005 and currently serves as the weekend evening meteorologist and as a general assignment reporter on weekdays. His interest in the weather was sparked by the 1989 Hamden tornado, hurricanes Gloria and Bob, along with the blizzards of '93 and '96, according to the station’s website.

Quinn is not the only Cheshire native to handle weather forecasting on local television in the region.  The Western Connecticut campus is familiar turf for meteorologist Dan Amarante, who has been with FoxCT since January 2011.  He remembers being 8 years old and venturing outside during thunderstorms, much to his mother’s dismay, according to the station’s website.
